General Council

The Council of Representatives serves as the legislative authority within the Coalition of Cambodian Farmer Community Associations, consisting of at least seven members. These representatives are elected by general election guidelines and hold a four-year term. The council comprises farmers, and provincial committee members are eligible candidates for election.
The selection of the representative council is proportionate to the number of members in each community, with a minimum of one representative per community. Within 15 days after the General Assembly, the Council convenes its governing body, ensuring that at least 30% of its composition comprises women.

Responsibilities of the General Council:

The General Council of CCFC-A (Association) plays a crucial role in shaping and directing the organization through various responsibilities. As the governing body, it is entrusted with decision-making and oversight functions to facilitate the association's growth, transparency, and adherence to core values. The following outlines the diverse responsibilities of the General Council:
  • Decision-Making on Statutes, Structures, and Policies: Deliberate and decide on amendments to the statutes, structures, and policies of CCFC, ensuring alignment with the organization's mission and values.
  • Long-Term Strategic Planning: Actively participate in long-term strategic planning, providing insight and direction for the association's sustainable development and impact.
  • Support and Confidence Building: Engage in activities fostering support and confidence among members and activists, promoting a cohesive and motivated community.
  • Leadership in Key Events: Take a leadership role in coordinating and guiding key events within the association, ensuring successful execution and alignment with organizational goals.
  • Approval of Strategic Plan, Budget, and Annual Costs: Review, provide input, and ultimately approve the alliance's strategic plan, budget, and annual costs, ensuring fiscal responsibility and resource allocation in line with organizational priorities.
  • Monitoring Executive Committee Implementation: Regularly monitor the implementation of the Executive Committee's decisions, attending quarterly meetings to ensure accountability and transparency in organizational management.
  • Association Meetings: Convene association meetings every four years and Extraordinary General Assemblies, providing a platform for members to engage, voice concerns, and contribute to the organization's direction.
  • Protection and Benefit Assurance: Contribute to the protection and ensure that members, activists, executive committees, and representative councils enjoy the benefits outlined in the association's policies.
  • Performance Reviews and Contract Approval: Conduct annual and semi-annual performance reviews of the Executive Committee, including signing salary contracts, to uphold accountability and foster organizational excellence.
  • Representation at Meetings and Forums: Attend meetings and forums on behalf of the Association, representing its interests and contributing to external collaborations and partnerships.
  • Documentation and Accountability: Sign and take responsibility for all meeting minutes and important documents, ensuring accurate documentation of decisions and actions taken on behalf of the Association.
  • Accountability to Members: The Representative Council shall be accountable to its members annually and during the General Assembly, providing transparency and reporting on the association's activities and outcomes.
  • Oversight of Executive Committee: Oversee the effective functioning of the Executive Committee, ensuring accountability and adherence to organizational values, and holding the Association accountable to its members and partners before the law.
  • Financial Oversight: Monitor the financial affairs of the association, overseeing the activities conducted by the Executive Committee and staff in financial matters.
  • Signing Financial Reports: Take the responsibility of signing all financial reports, ensuring accuracy, transparency, and compliance with relevant regulations and organizational policies. This includes but is not limited to budgetary reports, audits, and other financial documents.

The General Council Representatives shall meet every six months or twice a year. The Chairman of the Council and its members may call for an Extraordinary Meeting based on the Chairman's judgment or at the request of the Executive Committee, with 50% plus one or two-thirds of the votes and comments received by members. The Advisory Council or the Executive Committee shall inform the Council members at least seven days before the meeting. 

In case of busyness, the summit will be postponed as necessary. The Executive Committee shall record and disseminate the minutes of the Council meetings. The Chairman of the Council shall approve the final draft of the minutes before publication. 

The General Council may invite the Executive Committee to issue a memorandum if the Council has an important and confidential agenda that needs to be discussed and decided in the absence of the Executive Committee.
